Government Advocacy Services
The skilled nursing profession is intricately linked to state government. Providers are funded through Medicaid and Medicare appropriations and are one of the most highly regulated professions, operating under the guidance of more than 1,000 state and federal regulations. Skilled nursing care remains and continues to be a core government responsibility to its senior citizens. Because of this relationship, HCAM uses a variety of tools and activities in working with state government officials, several of which are provided below.
Michigan Skilled Nursing Facilities, the Minimum Data Set, and the MI Choice Waiver Program: An Analysis and Implications for Policy
Recently the Health Care Association of Michigan commissioned Public Sector Consultants (PSC) to complete a study of the critical issues and trends that will affect the future of long term care in Michigan. Of particular interest is the question of whether significant numbers of nursing facility residents could or should be transitioned to home or other community-based setting either to lower Medicaid costs or for other reasons. In addition, the study looks at CMS data on the characteristics of Medicaid beneficiaries served in Michigan nursing facilities. It examines information on clients of the MI Choice waiver program through a survey of participants. It takes a look at recently released Michigan 2010 U.S. Census Bureau data related to age and it identifies current issues in long term care. Please click HERE for a copy of the report.
