Legislature Did Not Pass House Bill 4841, AFC Licensing Act

Michigan’s 102nd Legislature’s two-year term ended in December 2024 without passing House Bill 4841, which would have made significant changes to the AFC Licensing Act. The Democratic bill sponsor, Representative Stephanie Young, is not likely to be the chair of the Families, Children, and Seniors Committee again with Republicans now holding majority control of the Michigan House. That means it is possible for her to reintroduce the bill this term, which starts today, January 8, but it will be up to a newly appointed Republican committee chair to decide if the bill receives a hearing and proceeds through the legislative process. Last year, HCAM worked extensively with Rep. Young and stakeholders to ensure the most problematic provisions of the bill were removed. We will continue to engage as necessary on any new legislation impacting the AFC Licensing Act.
