Process Change for QAAP (Provider Tax) Invoices

Historically, the Michigan Department of Health and Human Services (MDHHS) did not send out monthly Quality Assurance Assessment Program (QAAP) provider tax invoices for the period covering October-December while they were calculating new provider tax tiers and rates for the new fiscal year. Instead, the department mailed the October-December invoices in January after the new provider tax rates were established.

Process Change: Beginning this month, October 2024, provider tax invoices will be sent to providers each month using the previous year’s provider tax tiers and rates. Then, when the FY 25 provider tax rates are established in January, the October-December invoices will be adjusted to reflect the actual tiers and rates. That means, if a provider owes more than the estimated bills, they will receive a bill for the difference. Or, if a provider owes less than was estimated, the amount will be offset against their February provider tax invoice.
