Adult Foster Care (AFC) Updates

Workforce Background Check: MCL 400.734b requires all adult foster care employees who have regular direct access or provide direct services to AFC residents to complete a fingerprint-based criminal background check and be deemed eligible to work through the Michigan Workforce Background Check (WBC) system. AFC licensing consultants now have access to the WBC records and will be reviewing the records more closely.

AFCs should log into their workforce background account for each licensed AFC and match their WBC account against their current employee roster. Anyone who has been determined ineligible by the Workforce Background Check unit or who no longer works at your AFC should not be listed with a status of “Hired.” In addition, hiring decisions should be made for anyone with a status of “Pending Hiring Decision.” Also, be sure to address any other messages in the system under your WBC account.

The Department of Licensing and Regulatory Affairs (LARA) created a Self-Audit Guide to assist you with completing a full and complete audit of your WBC account records and ensure compliance with the law. If you have questions, you may contact your licensing consultant or the Workforce Background Check Unit. Technical Assistance Handbook Update: LARA changed the technical assistance (TA) for Do Not Resuscitate orders and the implementation of Cardiopulmonary Resuscitation in Adult Foster Care homes. The revised TA is on pages 24-26 in the AFC Family Home Technical Assistance Handbook and on pages 49-50 in the AFC Group Home Technical Assistance Handbook. Home for The Aged (HFA) Update

All Home for The Aged (HFA) licenses expired July 31, 2025, and paper licenses were to be mailed approximately three weeks from the point of renewal payment. However, some facilities did not receive their printed licenses. The state suggests that HFAs that have not received their paper license request that a duplicate license be printed. If you have not received your renewal license, please email LTCSLS. You will need to provide the facility name along with the license number or physical address. Licenses are printed every Monday evening in a large batch and mailed out on Tuesday mornings.
