Non-Available Bed Plan Flexibilities Under MSA 21-43 End in September (SNF)

As previously reported, non-available bed plan (NABP) flexibilities under MSA 21-43 are slated to end September 30, 2025. Facilities with non-available bed plans under MSA 21-43 have been granted seven total extensions, which allowed facilities enough extensions to get to September 30.

HCAM is working with the Michigan Department of Health and Human Services (MDHHS) to continue some of the flexibilities outlined under MSA 21-43 beyond September 30. We hope to have more information to share about this soon.

Many HCAM members have asked what to do when electing extensions that go past September 30. In a recent conversation with MDHHS, we were informed that, in these situations, facilities should elect 6-month plans, even if that pushes the end date past September 30. For example, if a facility’s NABP ends June 30, 2025, when electing an additional extension, the facility should elect a 6-month extension, not a 3-month extension.
